Risky building identification is carried out by institutions licensed by the Ministry of Environment, Urbanization and Climate Change, municipalities, or universities. Property owners can apply to have their buildings inspected.
No. Even a single owner can initiate the risky building identification process by applying.

Under the campaign, each residential unit receives a grant of 875,000 TL, a loan of 875,000 TL, and relocation support of 125,000 TL. Thus, citizens benefiting from the Ministry’s total financial support of 1,875,000 TL per residential unit can rebuild their homes through contractor firms. For each additional residential unit owned by the rights holder, a loan facility of 1,750,000 TL is provided. Loan repayments, with no interest applied in the first year, begin two years after obtaining the construction permit and are spread over a 10-year term.
Under the same conditions, rights holders receive 437,500 TL grant and 437,500 TL loan support for one commercial unit/workplace. For each additional commercial unit, a loan facility of 875,000 TL is offered.

Yes. If the technical report indicates that the building can be strengthened, reinforcement can be carried out instead of demolition. A strengthening project and municipal approval are required for this.

Half-from-Us Urban Transformation Campaign
In Istanbul, where we live with the reality of earthquakes, transitioning to safe housing is now much easier. The “Half-from-Us” campaign is a major support initiative launched by the Ministry of Environment, Urbanization and Climate Change to facilitate citizens’ renewal of their risky buildings.
Under this program, rights holders receive up to 1,875,000 TL in government support, comprising an 875,000 TL grant, an 875,000 TL low-interest loan, and 125,000 TL evacuation support.
Loan repayments start two years after obtaining the construction permit. Additionally, the first year of the 10-year loan term is interest-free. This reduces the financial burden on citizens during the rental payment period and accelerates the transition to safe buildings.
